The bassist isn't Horace Panter. It's the Beat's bassist. They have exchanged their places at this show. Horace Panter plays bass on "Too nice to talk to" with the Beat !
There's no space for Working-class social commentary in music these days, such a shame. Also, you wouldn't get an act on TOTP these days wearing those jumpers, such innocent times.
