shades of Joe Penner's voice was borrowed by the late cartoon voice actor Daws Butler whenever he would do a little boy voice, notably Elroy Jetson, Augie Doggie, Blabber Mouse, and Baba Louie.
Each of those characters were the same Joe Penner-type voice but with a different approach. Augie Doggie had a tremolo affect to his voice; Blabber Mouse had a lisp; and Baba Louie spoke Mexican...but they're all based on Joe Penner.
I don't know if Daws borrowed that voice,though..Early WB cartoon [and he worked elsewhere too] Dave Weber nee Danny Webb did that voice for Egghead at WB.
Joe Penner has one of the most totally developed comedy characters in history. Absolutely brilliant and waiting to be re-discovered.....though he has lived on in numerous WB cartoons of the 1930s for all these intervening decades.
I studied some of this guy's work and in the 30s & 40s he was really famous. view his grave on findagrave dot com and you will see how big his grave is and it even has his autograph on it. He died before TV but he was really famous on the radio and movies.
I was browsing at the library and found an essay by Penner on how his catch phrase "Wanna buy a duck?" came about. (At random, more or less; and trying different nouns in the phrase didn't work the same.) It's worth seeing this to see where Jerry Lewis and the animated character Egghead got their most irritating mannerisms, so thanks for putting it up.

He voice really sounds like from Stimpy from Ren and Stimpy which makes me wonder if Billy West heard of this man.

I think Billy West said that Stimpy is based on Curly from the Three Stooges.
The Looney Tunes character Egghead was based on Penner though.
