lol, don't really listen to the guys below. It would depend on what you plan to make or plan to use it for

1) if your plan on using actionscript then I would suggest to go with CS3 (I'm thinking that you are a noob with actionscript)

2) CS4 is for (in my opinion) people that have more knowledge of actionscript. I've come across a lot of people that have problems with its syntax (because their noobs with AS)

3) MX is more for beginners and there are not many restrictions with it, unlike other two

Right now you can do the most in CS3 and use AS2. if you feel like stepping up to the very detail, delicate AS3 then go for it. But if you plan on using AS3 then I would recommend using FlashDevelop (its free, google it). The new tools CS4 has are overrated and most of the time people are not using them correctly
