When you reach full lock, the pump has a valve that releases pressure, but sometimes it will still put a load on the input shaft and the belt will slip, especially if the belt isn't tight enough, or is glazed.
Of course, if you installed the correct pump for the car, with the original steel pulley instead of that aluminum aftermarket pulley, you might not have had any problem to begin with.
