They could have said they had taken over and a shoot down was not necessary. However the criminal perpetrators within our government could not let the evidence of what really happened land in safety, therefore they had to shoot it down. This is evidenced in that the impact crater from 93 is to small to be from a plane that was in one piece.

The plane was shot down but the other attacks was not our government. The plane was shot down because once the buildings were bombed all planes were landed but one was still up. A university professor did a study of cell phone usability over west/central Pennsylvania at 30,000 feet. Calls had a 0.00016% connection rate. So I'm ready to believe any alternate flight 93 theories anyone has.
But at the same time I'd want to hear Rummy's whole quote. I think he says "CAN YOU IMAGINE IF the people who attacked Mosul... shot down the plane" or something along those lines. We can't take this as an admission of conspiracy until we find more of his comments here.

This is absolutely absurd. There is no conspiracy. When Rumsfeld made this comment, no one was entirely certain what had happened to Flight 93...and there were Stinger missiles missing from an armory in the United States. Regarding the crater, when an airliner goes straight into the ground at 500+ MPH, think about how much wreckage would actually be left. Remember the crash that killed golfer Payne Stewart?

What I mean is that we still don't have the entire picture of the events surrounding the crash of 93, but phone calls from the plane (and yes, it IS possible to make calls from the plane depending on provider and altitude) suggest that a brave group of Americans forced down a plane that likely would have taken even more innocent life had it reached D.C.

Flight 93 was a half hour late in take off and its target was the Capitol. The plan was probably to delete Congress so that Bush would be able to take over and declare martial law. Since Congress had evacuated the building already, there was no reason for it to hit an empty Capitol so it was shot down. It shows how the government lied about the passengers causing the crash. The movie was entertaining but fiction.

Backing this up were the the findings of human remains and debris miles 'upstream' from the impact, and eyewitnesses to "flaming debris" raining down.
