This anime is called: Lucky Star, this guy is from Anime Tenchou.

No idea on who sings the song. I've also been trying to find it for a while now, but I haven't had any luck. And this is Lucky ☆ Star, although the Anime Tenchou scenes are very different from the normal anime scenes. They're more of a gag of Shounen/Action series, though.
