the seawall's engineers did a very good job on design. if you were to watch the coverage as i did, being from the area, the wave that comes in crashes up the wall and then back down. as it comes back down it also goes back out to sea, crashing against the next wave coming in, slowing it down considerably. so i wouldn't say it was a complete failure. the wall is only 17 feet high. the storm surge was between 20 and 25 feet. i think it worked well.
To the contrary, the seawall did not fail. It protected the homes and other buildings behind it quite well. Most of Galveston behind the seawall survived. Take a look at Bolivar and Crystal Beach and the West End to see what happens without a seawall.
