there not off, its the camera, the prop blades are spinning fast and the camera used cant pick them up spinning so it has a sort of still image of them.

This Fokker has been skid of the runway day before this movie, took some time but after a while they finally had the engines back running :P

Its a turboprop it juses jet fuel not avgas.
