The lake shown in the video is NOT lake Karachay! I know Google Earth initially said so, but it has been corrected.
Furthermore, lake Karachay is definitely NOT covered in concrete. Wikipedia's article is inaccurate in this point and has no support for it. The lake's bottom HAS been reinforced by concrete blocks, but it has not been covered completely.
I recommend using other sources than Wikipedia, for it does not always provide adequate info
The Soviet Union/Russia has some interesting ways of solving problems. Like when they tried to put out a fire in a gas well by detonating a nuclear bomb right in the middle of it. All it did was make a huge crater, and irradiate the poor natives in the area, the Nenets people. Not that they weren't glowing in the dark already, from the extensive nuclear testing on Novaya Zemlya, and dying from exposure to the toxic waste from the oil production on their territories...
