I think what happened here was that the monkey lost its mother somehow and has latched onto the dog as a new mother. The dog seems to have accepted the monkey also. Baby monkeys normally ride around on their mothers. The monkey looks like its still small. When it gets a little bigger, it will stop riding around on its "mother".
