No. There are points where there is a random chance that he might show up. So, you open a locker, and Helen or Jennifer may be all like "It's empty," or they may be like "wtf SCISSORMAN!!" Also, sometimes the reprise version of the music will chime in and he will attack you, but you won't know from where.
