Who's the guy with the voiceover in the opening?

The voiceover was done by the late, great Ernie Anderson. He served as the voice of the ABC network for the better part of two decades and also did voiceover work for many ABC affiliates.

I recall this particular version used in NYC on a 1993 "Eyewitness News Conference." Specifically, the edition that fell on the heels of Slick Willie's 1993 tax grab being passed.
