It's not a fake, it's a tool that plug in the headphone jack + serial jack on psp fat (unsupported on slim).

With this, the psp have motion sensor like the ipodtouch. This is unofficial and cost very high because it's made at little quantity. But if sony made it, im pretty sure the psp will be more popular than it's already!

It probably wouldn't be that big of a deal to make an accelerometer mod with a C stamp or BASIC stamp hidden away in the UMD drive, some simple code, and a muti-axis accelerometer rigged to the joystick pins...

its not a skin, its a faceplate, and i dont think it has a name. u'll need to open a psp to replace it. its not that hard and theres shitload of tutorials on doing so.
