This is hilarious! I've been looking for this song forever! We used to sing this at my elementary school during music class, back in the late 70's and early 80's. (I guess that dates me) There were a bunch of these off the wall songs that are stuck in mind forever. Another one is "The Boogie Woogie Ghost".

There's only 26 states! Alabama, Connecticut, Delaware, Florida, Georgia, Illinois, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, Mississippi, New Alderney, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, Washington, West Virginia, and Winsconsin.
