No dont move it frame by frame use keyframes. Also you can use the free program paint instead of photoshop.

because if it's already masked, can't you just save it as it is without the background, so you won't have to use chroma key and just open it?

if you save it as is it will have a white background, and you might think itll work, but most pics have a lot of white and it will mess up the picture by doing that

Yes you can save it as a png file. There will be no background just the subject you want..
