This is a very common action by church leaders in order to avoid taxation. Hubbard still had full control over all his wealth, while the church "owned" it. Frauds like Peter Popoff and Kent Hovind did that as well, although Hovind didn't apply for 501c3 tax exempt status and was found lying about his income. That's why he is in prison now, while Popoff drives a Porsche.
