It is illegal to kill a US citizen without due process of law under the 5th amendment. It has nothing to do with bad guys or terrorism it has to due with our laws and what America stands for. We are not at war with Yemen, Aftganistan, Somalia, or Saudi Arabia, or Iran. There is an organization and not a nation that is at war with us. It has been for 3 decades. How do you declare war on an organization. I am uneasy with the killing of American citizens without a trial. But common sense tells us that in today's enviroment that it might be necessary.
