True Hitchcock is the definitive master film-maker, Spielberg does comes close though, someday we'll attempt to reach the successful impact that Hitchcock has made

Well you're rightn the sense that Altman and all those other guys were the best directors of that year BUT if you look at Spielberg's filming techniques and practices used in Jaws it makes sense why they didn't nominate him. Spielberg handled it well. It really was a bit of a shock. Still, after getting a Best Director nomination with the very next movie and multiple awards and dozen nomiantions later, I guess we can say he had the last laugh.
More amazingly, he would make a lot more movies that would top Jaws as the highest movie ever (ET, Jurrasic Park, etc).
