@musicINspired707 Coastal Scents has a gel liner called Sky Line that looks like it could be a pretty good dupe for it... but just checked the CS website, can't tell if they stopped making their gel liners or not! :( But that would be my best guess for a cheaper dupe.

@galleta328 Actually, that may be due to the fact that when skin touches or rubs against a face with a fresh base or airbrush on it the makeup can come off easily. Another reason could be to catch or wipe away fallout from the eyeshadow. A pad like that, or cloth is proven useful to have handy. :)
