Sonic is the second fastest next to Tails. And Sonic can't fly. Also play Sonic Advanced 2. You'll see that Tails runs so fast when he reaches optimum speed that he hovers with his tail propelling him while Sonic is still stuck running. Play the game and see for yourself.
