The strap was always there Ray just never snapped it onto his pants like everyone else did. The Rule states that all Players equipment must be firmly secured. Of course there was also the Marty Biron rule Which stated that a players sweater number has to be between 1-99, then changed to 1-98. And there was the Hasek Rule change too.

The fight straps were introduced in the 1970's the display at the Hall of Fame talks about the Rob Ray rule which states a player must secure his jersey so it does not come off otherwise he will be given a 2 minute minor penalty.
