It's supposed to be parodying a lot of things, and what you can infer from that is: the fact that people believe a lot of animes copy SM (similar poses) & the fact that some people think what magical girls wear can be inappropriate (hence the lingire). It's also a more perverted version of Sailor Moon (probably a nod to some viewers finding certain parts innappropriate) It's basically satire; for comical purposes.

actually, they DID give credits. on the final picture of the R animation archive (where the pictures in this video are displayed) if you know a few japanese you can clearly see the names "Naoko Takeuchi" and "Kōsuke Fujishima", as well as the two studios which produced sailor moon and Ah! megami-sama!. Ecchi is soft hentai, an anime show cannot be both ecchi and hentai. Watch Venus Five and you will understand that a hentai is a million times more perv than this show(18 chars leftlol)
