YES - you can! Ive found passes with a max elevation of 60-85 degrees are best for 'QRP HT Whip' QSOs. On Christmas Day and again New Years Day I had a QSO with VA6BMJ in DO33 (Canada) on AO-27 using nothing more than a TH-F6a and a Comet SMA-24 whip antenna. During both passes the bird had a max elevation of 83 degrees, once it passed over and was going away from me comms were clear as a bell until just before it set below the horizon. You can make 4 or 5 contacts on one of these passes.
