Try a bigger mouthpiece if you're gonna play pedal tones often. I find it's a lot easier to hit that pedal C on a larger mouthpiece than on your standard 24 AW.
Overall you have some very good playing skills. I have seen some of your other videos posted. My only comment would be to try and take more relaxed breathes so that you expand your intercostal muscles to the fullest. Some of the breathing in this example appears to be too restricted or choked. I would suggest working with a Voldyne, breathing bag or breath builder to assist with this.

He is playing on a C tuba, so yes that is a C that he is playing, albeit, slightly wobbly but still a C.
A pedal tone is the fundamental resonance of the instrument which is what he was playing. Any notes ABOVE what he just played, and below the three ledger F are known as false pedals or half pedals.

pedal tones are possible on most brass instruments, just are best played on trombones, mostly bass trombones.
