By no-self, the Buddha is saying, the self does not exist independent of such conditions. That is to say, self is not permanent, eternal, or substantial, but changing and conditioned. Just like fire.
In fact, one of the conditions of the self is Karma. Karma is just conditioned effect as the result of actions.
if one is reborn a beetle, its isnt punishment, if I drive a porsche and crash due to my inability then I move to lesser car, if the sould cannot steer the human, try a bug, start again, maybe next time?
it is also true that some people are so lost, so missguided, that failure is almost guaranteed.
we cant blame or hate them, just recognise them, to help or defend from.
if one hasnt seen the devil, u cant know what to avoid so to speak if u were christian.

In Buddhism, it would be called 'karma that is dark with dark result.' Karma is a way of explaining the qualities of experience, once you cause the dark intention, and have done the dark action, the dark karma causes us to 'arise in a dark world' or 'mean' world etc.. this 'world' implies our experience. It means that if you act poorly, you will feel poorly

what I mean is bad karma is not punishment, it is to learn from, like evil.
