This isn't Tim and Eric. Charter was obviously trying to capture a niche market and so they tried (poorly) to copy the mood and style of Awesome Show, and even went far enough as to hire some of the actors that have appeared in Awesome Show.

If you pay attention you will notice that they copied the visual style of Tim and Eric, but did a poor job of trying to emulate their humor. Think.

It is Tim and Eric...I know because I did this. Charter toned it way down from our first version. After adding and changing it they ran it for about a week. Then they took it off the air and fired us. Hey I tried. It was bad ass to work with them...John C. Reilly walked through one of our meeting just laughing...
