Actually, the blue cars have nothing to do with Waste Management Harlem River. They are blue containers on GIMX flats, indicating they are for Republic Waste. They are loaded at a transload facility directly across the CSX main from WM Harlem River, and at Emjay on Long Island.
You are correct, however, in that these cars are not blocked into NS 65J.
The cars for NS 65J come out of South Kearny NJ from a waste transfer facility there not far from the NJ Turnpike, and head west via the Conrail CSAO Lehigh Line, CP BOUND BROOK, Manville and the NS Lehigh Line towards Mingo Junction. OH, and interestingly 65J goes over Horseshoe Curve!!
