This is clearly the fault of that first SUV and the one behind him is partially at fault, too. It's easy to tell because they have 4 wheels. The motorcycle has 2 wheels so it can't possibly be the motorcyclists fault.

If you watch this carefully you see there were two people on the bike. The driver ended up on the hood of the Range Rover and the passenger is the one that flew over and landed on the second car. I am not sure why no one checked on the condition of the passenger when his limp body just slumps down onto the pavement, but at least the people there WERE checking on the driver and not just looking at the bike.
