I suggest another huge part of the problem is that many schools have taken power away form parents by expecting them to abide by "school guidelines." Parents complain to schools only to be told that the school will handle it according to THEIR methods and the bullying continues. As a result you have a parent who feels unable to confront another parent. Sadly, the parent of the bully often feels protected and smug and the parent of the victim feels powerless, frustrated, bound and disappointed.

it's scary to tell people. parent,s teachers, etc. because most of the time they dont listen, they will tell you that you are just over reacting, or they say that they dont think that person is so bad. etc. if you tell people to tell someone, tell people to listen and to not take it as a joke and stuff.

Telling someone - they DO often tell someone at their schools - but time after time.. NOTHING is done to help them because the bullies do this when the teachers are not looking - and so it's one kid's word against another.... telling someone and nothing happens... This just makes them clam up even tighter and feel hopeless. We are obligated by LAW to send our children to school... to be bullied??? sorry... something is so very wrong here.
