That prison is playing it dumb for the media but they know its a big problem and in many states its not even considered a crime. We had a conversation via facebook back to back for quite sometime. I think the facebook thing is them reaching out. Those men should have been in programs working toward getting rehabilitated, but prisons have a lot of shit with them these days. They do "count" as you called it only at certain times during the day about 4 or 5 times per day.....
Anyone can go into anothers cell....if you saw the "photo of their party" it had a "sheet" of some sort over the window so that no one could see in....that is why that sheet is there so that they could do it with no one on the outside to see them!
In any prison there are "BAD" people that work for that state......

I think that they need to investigate on how they got all that in there, how they were able to throw the party and what not. Then terminate the correctional officer that helped them and send a huge warning to the rest of them. Also, seeing as how that guy was lickin' his shank happily, I'd transfer him to a more security ridden facility with better psychologists. From his pictures, it's obvious he's not trying to become a better person at all.
