@EGGAndCoProductions Despite the canon, all characters need to be somewhat balanced for the game to be playable. Since Akuma has very powerful attacks, they had to hinder him somehow. In contrast Zangief has very strong attacks, and much health, on the other side he's very slow and has no distance attacks. Another example: Rolento is very swift and can take a beating, but his attacks aren't the strongest around, so you have to score a combo to make your point ;)

This theme seems to have dual tones to it; both sinister and heroic. Most likely it is meant to commemorate the struggle between both Akuma and Gouken (a possibility reinforced by the fact the theme is used by both).
