Wouldn't work the same, the heatsink will still heat up as it can only dicipate heat so fast regardless of temperature (eventually it will get cold). If you run a refrigerant line to a cooling block, and have a constant flow of liquid cooling, it cools much faster and more efficiently.

Um you know how sometimes the ice melts when it comes into contact with your skin, what iff you drop some of that water on your motherboard? Doesnt look very safe to me

They make "Refridgerators" coolers. called Vapo-Chill Units.

Coppers supposed to conduct heat better while aluminum likes to give its energy up easier.

All salt does is make the freezing point in water lower so it stays colder for a longer period of time. That's how you make icecream! :D
