The Americans have a huge debt and cannot afford opening a new front. Thats why in Libya , european members had to take action. NATO is very large and therefore takes a lot of time to agree on something (france had to take initiative).
Croatia doesn't have Jas 39's. And what does Croatia have to do with this anyway? The Serbian army has 5 times the budget and size of the Albanian one.
