The song is actually called "Gravity's Angel" though it is based on the book 'Gravity's Rainbow' by Thomas Pynchon. I know this song very well and love pretty much everything Laurie Anderson has ever done.

It's from the "Home Of The Brave" concert film, I believe, in which case the second voice will be that of Adrian Belew.
