Not quite. If we get troops out the Taliban will suppress the "sinful" growth of opium. A better idea is to buy it up, create stockpiles for public medicine in participant nations... sell it to pharmaceutical companies and destroy the remainder.

When the taliban ruled Afghanistan poppy production decreased to levels 1.000 metric tones. After US led invasion poppy cultivation increased to highest levels in a decade over 6.000 metric tones. Q Cui bono? A. For sure not Afghani people
