Nowadays, you have to read a training manual, then answer some questions right, then provide a photo ID and some extra information which will be checked. Only afterwards you send 3 samples of your work and the inspectors will have to approve.
istock became pretty huge, and they're taking 85% now, cost lot more, used to be 1 credit per image, then later 1 credit images becomes too small so you have to spend 2 credits to get a decent photo, but now it's 5-10 credit to get one good photo....guys just use google image and put quotes around the key words you search.
but if you have to have great quality, try one of the links below they're much cheaper:

i believe it has to be legal age of Canada which is 18
