Lots of mistakes here, firstly there is no way your friend would be able to connect to your ftp address using your internal IP and the port number. WHy not you ask? well its because you are using an internal IP address which is non routable on the internet. Also if you are the admin I recommend you only enable "read" in the options of file zilla otherwise your clients will be able to delete your files off your shared folder.
That ip address is for your local network. No one would be able to connect remotely using that regardless if you use the port forward. 192.168.blah.blah is a default address span given by almost any router and is not unique across the web. If your friend is sitting next to you then yes he can download it. And your download speed is so fast because you're basically doing a copy file to another part of your own drive and it is based on the read write speed of your harddrive.
actually the port is 21 for FTP, the port you are referring to is the administrative panel port, you want to forward port 21, NOT the other port! that is a security risk. forwarding the other port will NOT allow you to transfer files
also you need Dynamic dns name there are a lot of free services out there no-ip is my prefered and also adjustments in 'host' file so your local host would be seen outside your local network
How would you give them your external ip? will it be fttp://(your external ip here) ? i've port forwarded 14147, but im having difficulty externally accessing my ftp
Learn more about IP's please

your friend wouldn't be able to connect to your internal IP address, you'd have to port forward and give them your external IP address

Of course it's fast. I think it's just copying the file from a place to another. I would want to know your friend's download speed.
