paper money wars can be created by big money banks. If you do not understand the cause of a war as being anything other than nationalistic, then you will necessarily think that paper money thus created was instigated by government. Whereas it could and has been created as a response to a war ...... created by other groups eg banks.
it is not true that paper money is necessarily national and political. It often is but often isnt. The license to print money is in fact largely private now. Although the licenses are given by governments, nevertheless it does not necessarily follow that the license giver is the more powerful. eg the voter in communist ussr was not the power broker, it was the political state even though it was always 'voted in'. Similarly private banks can & do hold the power over paper money license givers.
