not necessarily. The A4000 mobo can hold 16 mb RAM. Also A4000 won't work without a CPU card, cause there's no CPU on the mobo. They came with commodore 040 CPU card installed as default.
The front panel of the machine says 'Amiga A4000/040', so it should be the 68040. Of course, the user could have upgraded it beyond that. I guess the 040 variant was more common in the US, here in Britain the 030 was more common, as it was cheaper.

That's very strange. I had an A4000 that worked without a CPU card (meaning that it had some basic CPU on board just like several other models)
