It looks like a juvenile Cooper's hawk. It was starving most likely because a lot of juveniles struggle when they first start to hunt on their own and get their bearings. I'm glad you released it, a bird cage was never meant for a hawk :)
@1makosyo1 I don't know really. I released it and it finally left after about two weeks, I suspect it died because when I caught it it was near starvation. It was probably a tame hawk that had escaped and didn't know how to get food on its own.
