Ok, i'm so glad I found this because my boyfriend just discovered this with our neutered male cat. When you pat his butt like this guy is doing he not only does the meowing, but he goes one step further and starts biting what ever is in front of him. I really do believe it is a sexual response.  From reading up on it, male cats still do have hormones even though they are altered. So they still are capable of sexual behavior... even though it's a little disturbing. So it is normal behavior!

Just so that you know this....there is a nerve on a cats butt that can disable their ability to move away. My kitty used to nibble her wrists when her butt was scratched.
