personaly i prefer the later of the games which is vice just because i prefer that era and the soundtrack. Storyline wise both are subpar with liberty coming out a little bit on top

Vice City Stories, no question. A MUCH BETTER soundtrack. Far better gameplay. Better storyline. An actual antagonist. Far better overall

Claude Speed was obviously American, Tommy Vercetti was Italian, CJ was an african American, Toni Cipriani was Italian, Vic Vance was Dominican and Niko Bellic was Serbian

You should be GLAD that Rockstar Games actually gave you such a diverse choice for protagonists and didn't make them cliche stereotypes.
