Well, I would agree with you in principle, except for 3 things:

1. He was governor of a state that has reservations, and thus should have been dealing with this through his terms there.

2. He's running for re-election. He should know what these terms mean. (Obviously he knows because he roughly defined them, but he should have something to say about them.)
