I had this tiny or small black controller. it was easy to put in the codes for that star wars game. like lives and health cause you had to hold l and r and c buttons.

I think I have an answer- the N64 was usually dubbed as a "Family console" so maybe they rated these kinds of games for all ages. Wheras today they got games for only one kind of audience (kid, sports, blood, shooters, etc.) so they keep it at one rating.
