Actually, this is not in Iran. This is performed by one of the groups that is completely against the Iranian régime, called Mojahedin. The major base of this group used to be in Iraq. However, I believe this days the world knows them as one of the terrorist groups.

I have a rare 1978 vinyl copy of the Radio Symphony Orchestra of Iran under Emil Tchakarov (Bulgarian conductor) called "Treasures of the baroque era" in the Angel label. It includes works by Bach, Corelli, Albinoni etc and it's an absolutely world class performance.

I think the video/audio is out of sync. But, on the musical level, this is a different arrangement to the one usually performed. The orchestration is simplified, with many voices performing in unison, asl already pointed out. Of course, the effort can only be congratulated, if you consider the situation in Iran today.
