if he hadnt made it unsafe and hadnt tunneled around, and hadnt put all that rubbish there, hes done nothing wrong, but its like more than half of what he did was wrong. the price the council put on him was well lets say as scandalous as the mole man himself. That is the councils way of constructively getting rid of him from the area. The guy probably had no money to do it up properly and was collecting scrap metal for maybe when the prices hit the roof. theres 3 sides to every story
