@gemini793 your model of EeePC may be 1015, but the numbers are followed by the letters "PEM", not just "B". The PEM model comes with Intel 3150. Look it up. It's the lamest integrated graphics of 21st century. It's Intel dropping a giant steaming pile right on our faces. If you insist on Intel graphics, you want at least the HD version that comes with HM55 chipset to play anything half decently. To run GTAIV like the video above, you need at least Nvidia Ion or ATI 4250.
i know how you can get even higher framrate. run game at 400x300. no joke seriously you can force it to run at 400x300 and ul gain an extra 7fps. sure itl look pixilated but pressing "p" fixes that.
@PhantomLnk not really. I played the latest version. worked fine. GTA IV still glitched with the most recent version. Concidering Bethesda is a much newer company than rockstar, I give a lot of credits to them.
Is it lowest settings ?

GTA IV is the worst GTA ever. nowadays, nobody seems to be able to release games without 90% bugs.

settings lowest but the graphik engine from gta is realy crapy on my
pc i have 9600gt an the settings must be low to middle for 15-25 fp/s
