because in china, if you hit someone and cause them to become handicap, you will have to financial support them for the rest of their life (could be very costly depending on the condition). However, if you killed the victim, then it will be a one time fine.

I hate to say this but i think every driver in china knows the reason. you need to pay at most $40,000 to the victim if he/she was dead; but if they were disabled after the accident, you will waste the rest of your life earning money to pay for his/her medical fee, which means 2 miserable company in the end.
