Yes, this is actually legal. By rule the officials are part of the field. For example, if a QB throws a pass that hits the official and ends up being intercepted, the interception stands. The official is apart of the field. So yes, you can shove an official like that during a play to chase down a tackler. But the tricky thing is, you can only shove an official DURING a play. Once the play is over you can't make contact with an official for any reason. Or else it is an instant ejection.
