The secret you were looking for in Alex's office is on the floor itself, near the wall opposite the closet, and remains accessible each time you go through the UNATCO building - though the reward changes with each visit.

Being able to get through things that normally bar your way is infinitely more useful in a game like Deus Ex that rewards stealth.
@Ritchian Combat strength, when it's powerful enough (level 4), coupled with high Low-Tech skill (3+) enables you to use the Dragon's Tooth to smash open door, destroy cameras, turrets and a whole lot more.
*applauds Kiko's choice* Strength is always what I go for. Increasing melee skill has always given me all the effectiveness I want, and it's more entertaining to be able to throw around sofas.
I believe the strength aug allows you access to certain areas hidden behind large objects that otherwise can't be accessed. You can push things like vending machines with it, but there could be other ways to get around them.

the panel is on the floor, you have to look downwards as you pass by it. Should be someplace near that newspaper on the desk there.

I think there is no button to open it, you just have to kneel down and look down to find the hotspot and use the trapdoor yourself.
